The Charter is a joint initiative of the secretariat of the United Nations Economic Commission for Europe (UNECE Secretariat), the Institute for European Traffic Law (IETL) and COB. It aims to act as a code of conduct for all those involved in the compensation of road traffic victims. 

The Charter is aimed at those involved in the compensation of road traffic victims so they can be offered the best possible assistance. Ultimately the Charter hopes to benefit all those who could be impacted by road traffic accidents. 

In order to achieve that goal, the Charter seeks the support of those involved in delivering compensation to road traffic victims, which is primarily those operating in the motor insurance industry, such as Green Card Bureaux, Compensation Bodies, Guarantee Funds, insurance companies, claims handling offices and brokers. 

The Charter came about through an agreement between the United Nations Economic Commission for Europe (UNECE), the Institute for European Traffic Law (IETL) and COB. 

On the back of the UN's Universal Declaration of Human Rights, a concept was formed that there should be a similar provision to promote the victims rights of the thousands of people who find themselves the victims' of road traffic accidents each year. 

These three international organisations then came together to prepare a document that would enshrine 10 core principles all aimed at providing an ethos of care and clarity to the victims of road traffic accidents.

The text of the Charter was developed over several years, before being published in September 2021.  

The United Nations Economic Commission for Europe (UNECE), the Institute for European Traffic Law (IETL) and COB were all involved in the development of the Charter of Road Traffic Victims' Rights.  

The Charter aims to ensure the victims of road traffic accidents receive the best possible assistance.

We want those in the insurance industry who are involved in delivering compensation to ensure those victims receive the care and compensation they are due.  

No. As the Charter states, "The Charter does not intend to legislate in whole or in part. It does not affect national or international sources of law in any way."

If you are an insurance company, claims handling office, insurance broker, Green Card Bureau, Compensation Body or Guarantee Fund, the first step is to carefully read the Charter document and see if you can support all the principles included.
