Supporting the Charter helps “emphasize the importance of the Green Card System” – BL & FGA Luxembourg

The Luxembourg Green Card Bureau (BL) and the Luxembourg Motor Insurance Guarantee Fund (FGA) have become the latest supporters of the Charter of Road Traffic Victims’ Rights. In announcing their support they focused on how respecting the Charter also helps to “emphasize the importance of the ‘Green Card System’”.

The Luxembourg Green Card Bureau (Bureau Luxembourgeois des Assureurs contre les Accidents d’Automobile (BL)) is the national organisation responsible for implementing the Green Card System in Luxembourg. As Luxembourg is a small country in the heart of Europe, it faces a high volume of daily cross-border traffic, making efficient claims handling and close cooperation with neighbouring countries essential. As part of the Council of Bureaux network, the Bureau Luxembourgeois ensures fair compensation for road traffic victims and promotes legal certainty, road safety, and victims’ rights across Europe.

The Luxembourg Motor Insurance Guarantee Fund (Fonds de Garantie Automobile (FGA)) complements this mission by protecting victims of road traffic accidents when the liable driver is uninsured or unidentified. In a country with intense cross-border mobility, the Fund plays a crucial role in ensuring that no victim is left without support. Through close collaboration with insurers, public authorities, and partner institutions in neighbouring countries, the FGA reinforces fairness, legal certainty, and confidence in Luxembourg’s motor insurance and road safety systems.

Why they support the Charter

When asked why they have decided to become official supporters of the Charter of Road Traffic Victims’ Rights, Romain Fohl, President of BL & FGA said, “Adequate and fair compensation for victims has always been a primary concern for our Bureau and for our Guarantee Fund. By adopting the Charter, we emphasize the importance of the ‘Green Card System’ and the assistance to be provided to injured persons in a road traffic accident.”

The Charter of Road Traffic Victims’ Rights is a set of ideals set out to help ensure the victims of road traffic accidents receive the best possible assistance. Developed by COB, the Institute of European Traffic Law (IETL) and the United Nations Economic Commission for Europe (UNECE), it seeks to encourage those in the insurance industry to display care and compassion towards victims, providing them with the respect and compensation they are due.
