BAAR has urged others to become official supporters of the Charter of Road Traffic Victims Rights

Let’s help integrate the Charter into day to day practice across the Green Card System – BAAR

Biroul Asigurătorilor de Autovehicule din România (BAAR) has called on other insurers, Compensation Bodies and Guarantee Funds to endorse the Charter of Road Traffic Victims’ Rights and help integrate “its values into day to day practice across the Green Card System”. BAAR made their remarks as they added their name to the official list of supporters of the Charter.

BAAR serves as the Green Card Bureau, Information Centre, Guarantee Fund and Compensation Body for Romania. Based in Bucharest and established in 1995, BAAR has as members all insurance companies that can practice, on the territory of Romania, compulsory motor third party liability insurance for damages caused to third parties by vehicle and tram accidents (RCA).

General Manager of BAAR, Mr. Sorin Greceanu, was also centrally involved in the development of the Charter, during its creation by COB, the Institute for European Traffic Law (IETL) and the United Nations Economic Commission for Europe (UNECE). He contributed towards the drafting of the Charter’s guiding principles, which seek to ensure that road traffic victims receive a strong standard of care.

Earlier this year Mr. Greceanu was elected President of COB, officially taking up the role in June 2025. In this role, he has also continued to promote and support the importance of the Charter.

Speaking about BAAR’s decision to officially support the Charter, Mr. Greceanu said, “As General Manager of BAAR and President of the Council of Bureaux (COB), I am honoured to announce BAAR’s formal endorsement of the Charter of Road Traffic Victims’ Rights. This Charter, developed collaboratively by UNECE, IETL and COB, represents a landmark initiative to elevate the ethical standards of claims handling and ensure that victims of road traffic accidents – especially those occurring across borders – are treated with fairness, dignity, and empathy.

“I had the privilege of contributing directly to the drafting of the Charter’s guiding principles, which reflect our shared commitment to removing administrative barriers to cross-border mobility; facilitating compensation procedures for victims of international road traffic accidents and promoting fairness and respect throughout the claims process. As a member of COB, the Green Card System and the European Legislation – Protection of Visitors (POV) pillar, BAAR plays an important role in supporting the Charter’s mission. We are fully aligned with its ten principles, which advocate for proactive claims handling, access to justice, and interim payments when liability is established.

“BAAR encourages all stakeholders – our members, insurance companies, Green Card Bureaus, Compensation Bodies, and Guarantee Funds – to join us in endorsing the Charter. By embracing the Charter and its ideals, together we can help integrate the Charter and its values into day to day practice across the Green Card System,” Mr. Greceanu concluded.
