The Charter of Road Traffic Victims’ Rights serves as a “valuable framework for claims handling” that helps “foster care and respect for road accident victims”. That’s according to the National Bureau of Motor Insurers of Moldova (NBMIM) who expressed their endorsement of the Charter as they became official supporters.
NBMIM, initially called Agency ARCA, joined the Green Card System in 1997, being dedicated to protecting victims of road traffic accidents and operating as a member of the Council of Bureaux (COB). The member insurers have been issuing Green Card certificates under the financial guarantees approved by COB since 2001. In 2008, the Agency ARCA was reorganized and renamed as the professional association “National Bureau of Motor Insurers of Moldova” (NBMIM), in accordance with the law on compulsory civil liability insurance for damages caused by motor vehicles regulating the Bureau’s activity. NBMIM achieved the full member status in COB in 2009, maintaining the required financial guarantees to this day.
The Charter of Road Traffic Victims’ Rights was developed by COB, the Institute for European Traffic Law (IETL) and the United Nations Economic Commission for Europe (UNECE) to serve as a code of conduct for those involved in managing the compensation of road traffic accidents. Inspired by the UN Charter on Human Rights, it builds on many of the common practices that have shaped claims handling processes across Europe, enshrining 10 core principles which aim to deliver care and clarity to the victims of road traffic accidents.
Speaking about their decision to support the Charter, Ms. Alina Osoianu, Executive Director of NBMIM said, “NBMIM is committed to supporting the awareness-raising campaign initiated at the Green Card System level and to promoting the rights of road traffic victims, ensuring they are treated with empathy and understanding. As the manager of the Compensation Fund and the Street Victims’ Protection Fund, one of our core objectives is protection – a key principle in handling claims and compensating victims of road accidents.
“The Charter reaffirms that, regardless of whether an accident involves vehicles registered abroad, uninsured or unidentified cars, deregistered vehicles, or even those obtained illegally, our promise remains the same: to stand by victims in their most vulnerable moments, to offer them justice and to remind them they are never alone.
“The principles outlined in the Charter provide a valuable framework for claims handling, serving as a code of conduct that fosters care and respect for road accident victims and their legitimate rights. NBMIM actively promotes the adoption of the Charter within its operations and across the market, sharing the document with all member insurers for implementation in their interactions with policyholders. We are confident that supporting the Charter will have a positive impact on consumers and all stakeholders involved in managing road traffic victim cases within the MTPL insurance sector,” Ms. Osoianu concluded.
